Initial Appeal
Your first formal response to the notice, written around what your own ticket says and who issued it. It arrives ready to send, with instructions telling you exactly where to send it.

They write back and reject it
This is common and it does not mean your case is over. They have to tell you why they rejected it, and that reason is what the next letter is built to answer.
Formal Escalation
For an appeal that came back rejected. The letter goes further than the first one, setting out the legal or contractual footing your case stands on and answering the reason they gave you.

They reject it a second time
Your case now leaves the people who issued the ticket and goes to someone independent of them.
Final Appeal / Tribunal
A submission written to tribunal standard, with your grounds set out and numbered, addressed to the right appeals body for whoever issued your ticket.

Nothing more to pay at this point. Someone with no connection to the people who issued your ticket reads both sides and rules on it.
